Steven Ba​yard

Member-At-L​arge, East Valley Representative​

Steven Bayard attended LA Valley College and then Cal State Los Angeles in Political Science/Public Administration. During his working career, he was employed as a Nursing Home Administrator, a K-12 School Administrator and a Community College Director of Facilities where he was responsible for the construction and re-construction of approximately $20 Million worth of school buildings. He served as Director of Public Works and Facilities Maintenance Manager for Fantasy Springs Casino and the Cabazon Band of Mission Indians and then owned part of a large commercial and industrial HVAC and Refrigeration sales and service company located in Southern California. He is a Board Member of Desert Village Initiative, a 501 c 3 non profit in Sun City Palm Desert and serves at the pleasure of the Riverside County Board of Supervisors on the Imperial Irrigation District Energy Consumers Advisory Committee and the Riverside County Waste Management Advisory Board.

Becky Broughton served as a Trustee on the Desert Community College District Board between 2006 and 2018. A strong advocate for education, Ms. Broughton is a firm believer in catching stude​nts as early as possible to show them that they CAN go to college – even if no one in their family has done it before.

As a partner in a small family farm since 1975, her expertise was essential to the start of the College’s Roadrunner Farms.

In addition to her work at College of the Desert, Ms. Broughton:

  • Has served as president of the Southern Coachella Valley Community Services District for more than 20 years;

  • Is a member of the Coachella Valley Chapter of California Women in Agriculture;

  • Was appointed to the California Grape Administrative Committee by the Secretary of Agriculture;

  • Serves as a representative for the County of Riverside on the Imperial Irrigation District Energy Consumers Advisory Committee; and

  • Served as a member of the Riverside County Fair and National Date Festival for the last 20+ years.

Ms. Broughton started her own higher education journey with a community college degree and completed graduate work in biology. As a scientist herself, she has passionately supported STEM education and worked tirelessly to ensure that those opportunities were available at the College’s Mecca/Thermal campus.​

Maria has attended College of the Desert for five years. Her majors are Biology and Chemistry and she aspires to become an Oncologist in the future. She is an outgoing, friendly, and a hard working person. She believes her membership on the Citizens' Bond Oversight Committee will expand her knowledge and facilitate her ability to make a change in the community.​

Mar​gie Eklund

Senior Ci​tizen Group Representative

Ms. Eklund has always believed that education is the stepping stone to achievement in life and that College of the Desert is the gem of the Coachella Valley, providing educational opportunities for its residents. During Ms. Eklund's career she has worked at Marist College, a small private college in New York, and Dutchess Community College of the State University of New York. Prior to moving to California she worked for Astor Services for Children and Families, an organization that had a three times designated Blue Ribbon school. She also had the opportunity to work in the Office of Instruction at College of the Desert for several years. In her retirement she would like to contribute and give back to the community.​

Andrew Harker, Ed.D.

Member-At-Large, West Valley Representative

Andrew Harker, Ed.D. worked at Stanford University for 25 years, from which he retired as Director of Budget Management in the University Budget Office in 2014. He had responsibility for oversight of, reporting on, and management of the institution's 5.5 billion consolidated budget, encompassing teaching, research, administration, auxiliary enterprises, and interaction with the two teaching hospitals.

Using Stanford's suite of Oracle systems, Dr. Harker led the effort at Stanford to improve budgeting, financial management, reporting, and analysis, and collaboration across the university on financial issues. Andrew is Principal with Ralph Harker Associates, a consulting company specializing in the implementation and use of financial information systems in higher education, with a focus on budgeting, forecasting, and management reporting systems, processes, and procedures. Engagements include the National University of Singapore, Indiana University, Princeton University, the University of Vermont, and Pontificia Universidad Javeriana in Bogota,Colombia.

Dr. Harker received his BA in Social Sciences from SwarthmoreCollege, his MA in Higher Education Administration from New YorkUniversity, and his Ed.D. in Higher Education Administration from the Executive Doctorate program in the Graduate School of Education at the University of Pennsylvania. In his dissertation, he studied the presentation of university financial information to board members and senior administrators, and how the organization and form of presentation influences their decision processes, a topic of great concern to Stanford. He also has a Certificate in Professional Fiduciary Management from UC Riverside and is pursuing state licensure as a professional fiduciary.

A resident of Palm Springs since June 2014, Andrew serves as Treasurer of the Friends of the Palm Springs Animal Shelter, and previously served as Finance Committee Chair of the Stanford Historical Society and as Secretary/Treasurer of Friends For Youth, Inc. in Redwood City.

Diane M. Rubin, CPA

College Support Organization Representative

Diane M. Rubin, CPA, is a retired audit partner with the firm of Novogradac & Company LLP, a national public accounting firm headquartered in San Francisco, California with offices throughout the United States. Diane began her career at Price Waterhouse in New York after obtaining an MBA in Accounting from the University of Washington. She currently is an independent director of the Board of Directors of First Foundation Inc. and serves as Chair of its Audit Committee. She also serves as Vice Chair of the Board of Trustees of the Financial Accounting Foundation and is a member of the board of the College of the Desert Foundation. She was a member of the Board and Chair of the National Association of State Boards of Accountancy and served as a member and President of the California Board of Accountancy. Diane has also served on the Rancho Mirage Parks and Trails Commission, the Rancho Mirage Library & Observatory Foundation, and the Board of Directors of the Palm Springs Opera Guild of the Desert.​
